EVAL-INNO - Building Capacity for the Comparative Evaluation of Innovation and Technological Transformation Policies
EVAL-INNO builds international and intersectoral capacity to evaluate innovation and technological transformation policies across diverse institutional contexts. The project brings together universities, research institutes and policy-facing organisations from Europe, Latin America and Central Asia to develop a comparative framework combining rigorous empirical evaluation, institutional analysis and governance-oriented inquiry.
Through structured staff exchanges, partners will co-develop harmonised protocols, comparative datasets, reproducible workflows and policy-relevant evidence on selected instruments such as R&D subsidies, innovation incentives, cluster-related measures and digital transformation support schemes. By integrating methodological innovation with embedded learning in real policy environments, EVAL-INNO will generate robust comparative evidence, strengthen organisational evaluation capacity, and support the uptake of evidence in public decision-making. The project will deliver reusable analytical tools, comparative reports, training materials and policy-oriented outputs that remain valuable beyond the lifetime of the action.
